Cyhoeddusrwydd ar gyfer trefniadau

10.—(1) Os yw awdurdod wedi penderfynu gweithredu —

(a)trefniadau gweithrediaeth gwahanol; neu

(b)trefniadau amgen gwahanol,

rhaid iddo, cyn gynted ag y bo'n ymarferol ar ôl pasio penderfyniad o'r fath, sicrhau bod copïau o ddogfen sy'n nodi darpariaethau'r trefniadau hynny ar gael yn ei brif swyddfa i aelodau o'r cyhoedd fwrw golwg drostynt ar bob awr resymol.

(2) Os yw awdurdod wedi penderfynu —

(a)gweithredu trefniadau gweithrediaeth gwahanol sy'n cynnwys disodli gweithrediaeth ag un ar ffurf wahanol;

(b)gweithredu trefniadau amgen yn lle'r trefniadau gweithrediaeth presennol; neu

(c)gweithredu trefniadau gweithrediaeth yn lle'r trefniadau amgen presennol,

rhaid iddo, cyn gynted ag y bo'n ymarferol ar ôl pasio penderfyniad o'r fath, gyhoeddi mewn un neu ragor o bapurau newydd sy'n cylchredeg yn ei ardal hysbysiad sy'n cydymffurfio â darpariaethau paragarff (3).

(3) Rhaid i'r hysbysiad y cyfeirir ato ym mharagraff (2) —

(a)datgan bod yr awdurdod lleol wedi penderfynu gweithredu'r trefniadau;

(b)datgan y dyddiad y mae'r awdurdod lleol i ddechrau gweithredu'r trefniadau hynny;

(c)disgrifio prif nodweddion y trefniadau hynny;

(ch)datgan bod copïau o ddogfen sy'n nodi darpariaethau'r trefniadau hynny ar gael ym mhrif swyddfa'r awdurdod lleol i aelodau o'r cyhoedd fwrw golwg drostynt ar unrhyw adeg a bennir yn yr hysbysiad; a

(d)pennu cyfeiriad prif swyddfa'r awdurdod lleol.

(4) Os bydd cynigion yr awdurdod lleol wedi'u gwrthod mewn refferendwm yr oedd yn ofynnol ei gynnal yn rhinwedd rheoliad 5(1), rhaid i'r awdurdod lleol gyhoeddi, cyn gynted ag y bo'n ymarferol ar ôl cynnal y refferendwm, mewn un neu ragor o bapurau newydd sy'n cylchredeg yn ei ardal hysbysiad sydd —

(a)yn crynhoi cynigion yr awdurdod lleol a oedd yn destun y refferendwm;

(b)yn datgan bod refferendwm ar gynigion yr awdurdod lleol wedi gwrthod y cynigion hynny;

(c)yn nodi cynigion amlinellol wrth gefn yr awdurdod lleol; ac

(ch)yn datgan y bydd y trefniadau gweithrediaeth presennol neu'r trefniadau amgen presennol, yn ôl y digwydd, (fel y maent wedi'u crynhoi yng nghynigion amlinellol wrth gefn yr awdurdod lleol) yn parhau i weithredu.
