Gofyniad i gynnal refferendwm
5.—(1) Os bydd awdurdod lleol yn llunio cynigion o dan reoliad 2 a fyddai, petaent wedi'u gwneud o dan adran 25 o Ddeddf 2000 (Cynigion), yn ei gwneud yn ofynnol i refferendwm gael ei gynnal, mae darpariaethau adran 27(1)(a) o Ddeddf 2000 (Refferendwm yn achos cynigion sy'n cynnwys maer etholedig) i fod yn gymwys i'r cynigion hynny.
(2) Os yw'n ofynnol i awdurdod lleol gynnal refferendwm yn rhinwedd paragraff (1), rhaid iddo lunio amlinelliad o'r cynigion hefyd (“cynigion amlinellol wrth gefn”) y mae rhaid iddynt gynnwys crynodeb o drefniadau gweithrediaeth presennol yr awdurdod lleol neu ei drefniadau amgen presennol, yn ôl y digwydd.
(3) Ni chaiff awdurdod lleol gynnal refferendwm o'r fath cyn y diweddaraf o'r dyddiadau canlynol—
(a)dyddiad cymeradwyaeth ysgrifenedig gan y Cynulliad o'r cynigion y mae'r refferendwm i fod i ymnwneud â hwy; a
(b)y dyddiad sy'n ddeufis ar ôl y dyddiad y mae copi o'r cynigion, y datganiad a'r cynigion amlinellol wrth gefn yn cael eu hanfon i'r Cynulliad yn unol â rheoliad 6.
