Mae'r rheoliadau hyn yn diwygio Rheoliadau Rhestr Ardrethu Canolog (Cymru) 2005 (“Rheoliadau 2005”).
O dan adrannau 53, 64(3) a 65(4) o Ddeddf Cyllid Llywodraeth Leol 1988 (“y Ddeddf”), mae Rheoliadau 2005 yn rhagnodi pa hereditamentau sydd i'w rhestru ar y rhestri ardrethu annomestig canolog ar gyfer Cymru ar neu ar ôl 1 Ebrill 2005 ac yn dynodi pa bersonau yr ystyrir eu bod yn meddiannu'r hereditamentau hynny, ne os nad ydynt wedi eu meddiannu, y personau sydd â pherchnogaeth o'r hereditamentau at ddibenion ardrethu.
Mae rheoliad 8 o Reoliadau 2005 yn ymwneud â hereditamentau cyfathrebu ac yn darparu bod hereditamentau'r person perthnasol a ddynodir o dan reoliad 4 i'w trin fel hereditament sengl.
Mae'r Rheoliadau hyn yn pennu bod British Telecommunications plc (“BT”) i'w drin fel pe bai'n meddiannu hereditament sengl sy'n cynnwys yr eiddo y mae'n ei feddiannu neu'n berchen arno, megis cabanau teleffon a mastiau, a'r holl ddolennau lleol a ddadfwndelwyd. Mae dolen leol a ddadfwndelwyd yn bodoli pan fo'r cysylltiad gwifren gopr rhwng y gyfnewidfa teleffon leol a mangre'r cwsmer wedi ei ddatgysylltu o rwydwaith BT a'i gysylltu â rhwydwaith darparwr gwasanaeth amgen.
Mae adran 53(4) o'r Ddeddf yn darparu, pan fo rheoliadau yn diwygio'r rhestr o bersonau dynodedig mewn perthynas â disgrifiad o hereditament, y caiff y diwygiadau hynny gael effaith o ddyddiad cynharach na'r dyddiad y gwnaed y rheoliadau. Yn unol â'r pwer hwnnw, mae rheoliad 2 o'r Rheoliadau hyn yn gwneud BT yn atebol am ddolennau lleol a ddadfwndelwyd o 1 Ebrill 2005 ymlaen.
