Mae’r Gorchymyn hwn yn penodi 29 Ebrill 2019 fel y diwrnod y daw’r cod ymarfer ar arfer swyddogaethau gwasanaethau cymdeithasol mewn perthynas â gwasanaethau mabwysiadu awdurdodau lleol i rym (“y cod ymarfer”).
Dyroddwyd y cod ymarfer gan Weinidogion Cymru o dan adran 145(1) o Ddeddf Gwasanaethau Cymdeithasol a Llesiant (Cymru) 2014 (“Deddf 2014”) ar 15 Ebrill 2019, ac mae’n nodi sut y caiff darparwyr a rheolwyr gwasanaethau mabwysiadu awdurdodau lleol gydymffurfio â Rheoliadau Gwasanaethau Mabwysiadu Awdurdodau Lleol (Cymru) 2019 (“Rheoliadau 2019”) (O.S. 2019/291 (Cy. 69)). Mae Rheoliadau 2019 yn gosod gofynion ar ddarparwyr a rheolwyr gwasanaethau mabwysiadu awdurdodau lleol wrth iddynt arfer eu swyddogaethau mewn perthynas â mabwysiadu.
Mae adran 145(3) o Ddeddf 2014 yn ei gwneud yn ofynnol i awdurdodau lleol, wrth arfer swyddogaethau gwasanaethau cymdeithasol, weithredu yn unol ag unrhyw ofynion perthnasol sydd wedi eu cynnwys mewn cod a ddyroddwyd o dan adran 145(1) a rhoi sylw i unrhyw ganllawiau perthnasol sydd wedi eu cynnwys ynddo.
