Mae’r Gorchymyn hwn yn amrywio Gorchymyn Cymeradwyo Trapiau Sbring (Cymru) 2019 (O.S. 2019/18 (Cy. 7)).
O dan adran 8 o Ddeddf Plâu 1954 (p. 68), mae’n drosedd i ddefnyddio neu i ymwybodol ganiatáu defnyddio unrhyw drap sbring, ac eithrio trap sydd wedi ei gymeradwyo drwy Orchymyn, ar anifeiliaid neu mewn amgylchiadau nad yw wedi ei gymeradwyo ar eu cyfer.
Mae’r Gorchymyn hwn yn ychwanegu mathau o drapiau sbring at y rhai sydd wedi eu cymeradwyo i’w defnyddio yng Nghymru, sef yr Aurotrap, y Quill Trap, y Smart Catch, y Smart Catch Mini, y Smart Pipe Long Life 110, y Smart Pipe Long Life 160, y Smart Pipe Long Life 200, y Smart Pipe Long Life 250, a’r Smart Pipe Long Life 300 (erthygl 2(a)).
Mae hefyd yn dileu’r WCS Collarum Stainless UK Fox Model, y WiseTrap 110, y WiseTrap 160, y WiseTrap 200 a’r WiseTrap 250 o’r trapiau sydd wedi eu cymeradwyo i’w defnyddio yng Nghymru (erthygl 2(b)).
Ystyriwyd Cod Ymarfer Gweinidogion Cymru ar gynnal Asesiadau Effaith Rheoleiddiol mewn perthynas â’r Gorchymyn hwn. O ganlyniad, ystyriwyd nad oedd yn angenrheidiol cynnal asesiad effaith rheoleiddiol o’r costau a’r manteision sy’n debygol o ddeillio o gydymffurfio â’r Gorchymyn hwn.
