Adran 23 – Pŵer Gweinidogion Cymru i ymyrryd

35.Mae'r adran hon yn nodi'r amgylchiadau pan gaiff Gweinidogion Cymru arfer y pwerau i ymyrryd mewn awdurdod lleol. Nodir y pwerau ymyrryd yn adrannau 24 i 28.

36.Pan fo Gweinidogion Cymru wedi eu bodloni bod un neu ragor o seiliau 1 i 3 yn bodoli, a’u bod wedi cydymffurfio â'r weithdrefn ar gyfer rhoi hysbysiad rhybuddio a nodir yn adran 22, yna cânt arfer eu pwerau ymyrryd. Fodd bynnag, os yw Gweinidogion Cymru o'r farn bod un neu ragor o seiliau 1 i 3 yn bodoli a bod risg gysylltiedig i iechyd a diogelwch unrhyw berson a honno'n risg sy'n galw am weithredu brys, neu fod yr awdurdod lleol yn annhebyg o allu cydymffurfio neu sicrhau cydymffurfedd â hysbysiad rhybuddio, yna nid oes rhaid iddynt gydymffurfio â'r weithdrefn ar gyfer rhoi hysbysiad rhybuddio cyn arfer eu pwerau ymyrryd.
