Mae’n rhoi’r pŵer i Weinidogion Cymru, drwy reoliadau, sefydlu cynllun neu ddefnyddio cynllun cyfredol ar gyfer cofrestru a chadw cyfrif o unedau carbon ac ar gyfer sefydlu a chynnal cyfrifon y caniateir cadw unedau carbon ynddynt.
