163.Mae’r adran hon yn galluogi Gweinidogion Cymru i wneud rheoliadau sy’n cynnwys darpariaeth bellach ynghylch apelau a cheisiadau i’r Tribiwnlys o dan Ran 2, gan gynnwys, er enghraifft, ynghylch materion eraill sy’n ymwneud â CDU y gellir dwyn apêl yn eu herbyn, ynghylch gwneud apelau neu geisiadau a phenderfynu arnynt, rhoi pwerau pellach i’r Tribiwnlys wrth benderfynu ar apêl neu gais, ac apelau neu geisiadau heb wrthwynebiad.
