30.Mae adran 15 yn rhoi’r pŵer i Weinidogion Cymru wneud rheoliadau ynghylch gwahoddiadau i wneud cais i gofrestru yn etholwr llywodraeth leol yng Nghymru. Mae’n bosibl y bydd angen gwneud y rheoliadau hyn o ganlyniad i ostwng yr oedran pleidleisio yn etholiadau’r Senedd, y mae'r etholfraint yn gysylltiedig â’r gofrestr llywodraeth leol (gweler adran 12 o Ddeddf 2006).
