12.Mae’r adran hon yn caniatáu i Weinidogion Cymru wneud gorchymyn a fydd yn diwygio unrhyw rai o’r agweddau ar wella sydd wedi’u nodi yn adran 4(2), neu eu dileu neu ychwanegu atynt. Yn ogystal â hynny, cyn gwneud gorchymyn o’r fath, mae’n ofynnol i Weinidogion Cymru ymgynghori ag unigolion yr ymddengys iddynt eu bod yn cynrychioli awdurdodau gwella Cymreig ac unrhyw unigolyn arall o’r fath fel y gwelant yn dda.
