55.Caiff awdurdod wneud cais ysgrifenedig i Weinidogion Cymru i ddirymu cyfarwyddyd cyhyd â bod yr amod yn adran 23(2) yn bodoli. Yr amod hwnnw yw nad yw'r galw am dai cymdeithasol a gwmpesir gan y cyfarwyddyd yn sylweddol uwch na'r cyflenwad ohonynt, neu nad yw'n debygol o fynd felly, neu hyd yn oed os mai dyna'r sefyllfa, nad yw arfer yr hawl i brynu yn debygol o gynyddu'r anghydbwysedd hwnnw. Mae'n rhaid i gais esbonio pam fod yr awdurdod wedi dod i'r casgliad bod yr amod hwn yn bodoli.
