Parth Rheoli Dros Dro

10.—(1) Yn sgil cyflwyno hysbysiad o dan erthygl 5, caiff Cynulliad Cenedlaethol Cymru, drwy Orchymyn datganiadol, sefydlu parth a elwir “parth rheoli dros dro”.

(2) Pan fydd parth rheoli dros dro wedi cael ei sefydlu yn Lloegr sy'n cyffwrdd â ffin Cymru caiff Cynulliad Cenedlaethol Cymru, fel y barna'n angenrheidiol, sefydlu parth rheoli dros dro cysylltiedig yng Nghymru.

(3) Rhaid i'r parth rheoli dros dro fod wedi ei leoli a bod o'r fath faint ag sydd ei angen, ym marn Cynulliad Cenedlaethol Cymru, er mwyn atal y clefyd rhag lledaenu.

(4) Os yw parth rheoli dros dro wedi ei sefydlu, ni chaiff neb —

(a)symud yr un mochyn o unrhyw ddaliad, lladd-dy neu abwyfa yn y parth ac eithrio yn unol â thrwydded a ddyroddir gan arolygydd milfeddygol neu arolygydd sy'n gweithredu'n unol â chyfarwyddiadau arolygydd milfeddygol;

(b)symud unrhyw wartheg, defaid, geifr nac anifail cnoi cil arall o unrhyw ddaliad, lladd-dy neu abwyfa yn y parth y mae moch ynddi ac eithrio yn unol â thrwydded a ddyroddir gan arolygydd milfeddygol neu arolygydd sy'n gweithredu'n unol â chyfarwyddiadau arolygydd milfeddygol; nac

(c)symud yr un mochyn allan o'r parth.

(5) Ni fydd y cyfyngiad ym mharagraff (4)(c) yn gymwys i foch sydd wedi eu llwytho ar gerbyd y tu allan i'r parth a'u cludo drwyddo heb i'r cerbyd gael ei lwytho na'i ddadlwytho.

(6) Ystyrir bod unrhyw ddaliad, lladd-dy neu abwyfa sy'n rhannol y tu mewn ac yn rhannol y tu allan i barth rheoli dros dro yn gyfan gwbl y tu mewn i'r parth hwnnw.
