Mae'r gorchymyn hwn yn diwygio Gorchymyn Ffurfiau Cymraeg Llwon a Chadarnhadau (Deddf Llywodraeth Cymru 2006) 2007 (O.S. 2007/2044 (Cy. 169)), sy'n rhagnodi ffurfiau Cymraeg y llwon y mae'n ofynnol i aelodau Cynulliad Cenedlaethol Cymru ac aelodau penodol o Lywodraeth Cynulliad Cymru eu cymryd a'r cadarnhadau y mae'n ofynnol iddynt eu rhoi o dan Ddeddf Llywodraeth Cymru 2006 (p.32) (“Deddf 2006”).

Mae'r gorchymyn hwn yn rhagnodi ffurf Gymraeg ddiwygiedig y cadarnhad teyrngarwch y caiff aelod o Gynulliad Cenedlaethol Cymru ei roi o dan adran 23(1) o Ddeddf 2006.

Mae Deddf 2006 yn darparu mai'r ffurfiau a nodir yn Neddf Llwon Addewidiol 1868 (p.72) ac yn Neddf Llwon 1978 (p.19) yw ffurfiau Saesneg y llwon a'r cadarnhadau y mae'n ofynnol i aelodau Cynulliad Cenedlaethol Cymru ac aelodau penodol o Lywodraeth Cynulliad Cymru eu cymryd a'u rhoi.

Yn rhinwedd adran 26(2) o Ddeddf yr Iaith Gymraeg 1993 (p.38) (“Deddf 1993”), pan fo un o Ddeddfau Senedd y DU yn pennu ffurf ar eiriau sydd i'w defnyddio at ddibenion swyddogol neu gyhoeddus penodol, caiff y Gweinidog priodol o blith Gweinidogion y Goron wneud gorchymyn sy'n rhagnodi ffurf ar eiriau yn Gymraeg sydd i'w defnyddio mewn amgylchiadau a bennir yn y gorchymyn.

Rhoddwyd gan Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 (O.S. 1999/672), erthygl 2, Atodlen 1 bŵer i Gynulliad Cenedlaethol Cymru fel y'i cyfansoddwyd gan Ddeddf Llywodraeth Cymru 1998 (p.38) i wneud gorchmynion o dan adran 26(2) o Ddeddf 1993. Trosglwyddwyd y pŵer wedi hynny i Weinidogion Cymru gan baragraff 30(1) o Atodlen 11 i Ddeddf 2006.
