Mae Gweinidogion Cymru, drwy arfer y pwerau a roddwyd gan adran 144C(4) ac 8(b) ac adran 213(2)(f) o Ddeddf y Diwydiant Dŵr 1991(1) yn gwneud y Rheoliadau a ganlyn:

1991 p. 56. Mewnosodwyd adran 144C o Ddeddf y Diwydiant Dŵr 1991 (“Deddf 1991”) gan adran 45 o Ddeddf Rheoli Llifogydd a Dŵr 2010 (p. 29). Mae’r pŵer wedi ei roi gan adran 144C(4) i “the Minister” a ddiffinnir at y dibenion hyn gan adran 144C(8)(b) o Ddeddf 1991. Mae adran 144C(8)(b) o Ddeddf 1991 hefyd yn pennu, at ddiben adran 144C, fod adran 213 yn gymwys gyda chyfeiriadau at yr Ysgrifennydd Gwladol a’r naill Dŷ neu’r llall o Senedd y Deyrnas Unedig yn cael eu hystyried yn gyfeiriadau at Weinidogion Cymru a Chynulliad Cenedlaethol Cymru, yn y drefn honno.
