355.Mae paragraff 17 yn rhoi’r pŵer i Weinidogion Cymru atal dros dro bwerau gweinyddwr i osod sancsiynau sifil o dan amgylchiadau penodol drwy roi cyfarwyddyd i’r gweinyddwr. Caiff Gweinidogion Cymru ddirymu cyfarwyddydau o’r fath. Cyn rhoi cyfarwyddyd, rhaid i Weinidogion Cymru ymgynghori â’r gweinyddwr a’r personau eraill hynny sy’n briodol yn eu barn hwy. Rhaid i unrhyw gyfarwyddydau a roddir gael eu gosod gerbron Cynulliad Cenedlaethol Cymru a’u dwyn i sylw’r rheini y maent yn debygol o effeithio arnynt.
