Yn dod i rym yn unol ag erthygl 1(2) a (3)

Gan fod y Comisiwn Ffiniau Llywodraeth Leol i Gymru, ac yntau wedi cyflwyno i Weinidogion Cymru, yn unol ag adrannau 54(1) a 58(1) o Ddeddf Llywodraeth Leol 1972(1), adroddiadau dyddiedig Chwefror 2010 a Medi 2011 ar ei adolygiadau o gymunedau yn Ninas a Sir Abertawe, a'i gynigion ar eu cyfer;

A chan fod Gweinidogion Cymru wedi penderfynu rhoi effaith i'r cynigion yn adroddiad y Comisiwn dyddiedig Chwefror 2010, ac eithrio'r newid arfaethedig i'r ffin rhwng cymunedau Birchgrove a Chlydach, ac i'r cynigion yn adroddiad y Comisiwn dyddiedig Medi 2011 heb eu haddasu;

A chan fod mwy na chwe wythnos wedi mynd heibio ers i'r cynigion hynny gael eu cyflwyno i Weinidogion Cymru;

Mae Gweinidogion Cymru, drwy arfer y pwerau a roddwyd i'r Ysgrifennydd Gwladol gan adrannau 58(2) a 67(4) a (5) o Ddeddf Llywodraeth Leol 1972 ac a freiniwyd bellach ynddynt hwy i'r graddau y maent yn arferadwy o ran Cymru(2), yn gwneud y Gorchymyn canlynol:

Trosglwyddwyd pwerau'r Ysgrifennydd Gwladol i Gynulliad Cenedlaethol Cymru gan Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 (O.S. 1999/672) ac maent bellach wedi eu breinio yng Ngweinidogion Cymru yn rhinwedd paragraff 30 o Atodlen 11 i Ddeddf Llywodraeth Cymru 2006 (2006 p.32).
